Re: [webcomponents] Custom elements disconnected from a document should not be upgraded (#419)

Today I will specify the basic mechanisms (upgradeable flag, upgrade option for createElementNS), with yes for both of those two questions. But I'll leave this issue open to further discuss ideas for after-the-fact upgrading.

Right, I think if the document has a null registry we would not set the flag.
