Re: [webcomponents] [Custom]: "are" custom element names ASCII characters, or MUST they be ASCII characters? (#239)

I had some more discussions internally with @hober, and I'm going to take back my position and say that we're fine wit allowing with ASCII letters.  A compelling use case is something like using <physics-α> for mathematical and scientific purposes.

Now, @hober also pointed out that the hyphen requirement has an additional goal of encouraging authors to namespace the custom element names so we probably want to keep that requirement as well.
