[fetch] "force-cache" RequestCache type should not bypass validation for responses that would vary (#233)

This was discussed in https://bugzilla.mozilla.org/show_bug.cgi?id=1120715#c9.  This is specifically important for `Vary: Origin` for CORS responses.
