Re: [w3c/manifest] The new explainer ties the manifest with the concept of install ability (#536)

According to the abstract:

> This specification defines a JSON-based manifest file that provides developers with a centralized place to put metadata associated with a web application.

> Using this metadata, user agents can provide developers with means to create user experiences that are more comparable to that of a native application. 

Also, the standard gives 2 (out of 14) specific sections to _installation_ ([Installable web applications](https://www.w3.org/TR/appmanifest/#installable-web-applications) and [Installation events](https://www.w3.org/TR/appmanifest/#installation-events)).

Moreover, the manifest can be used without installation in mind. Some partners have used `theme_color` or `background_color` to improve user experience without expecting "Add to home screen" banner to appear. The specification in particular does not require installation for the browser to apply manifest metadata so, or the explainer is too much specific or we should rewrite the spec in some other way.

Furthermore, Chrome is the only vendor right now providing an implementation for this section. It seems to me a little bit unfair to consider it an standard.
