Re: [w3c/permissions] Consider removing Permissions.revoke(). (#46)

Having sites mess with what traditionally is understood to be user settings, undermines a user's trust in their agent. Poor site behavior can affect the user experience in a way that users will attribute to the agent, more so than e.g. broken js. Basically, a user may say *"Why does Firefox keep bugging me about permission for this site when I've told it not to?"*
