Re: [w3c/webcomponents] :focus behavior of delegatesFocus:true will be confusing for users (#554)

For those with explicit `tabindex` attribute, the value is reflected.
For case 2, `.tabIndex` = 0, and for case 5, `.tabindex` = -1.
