Right, that is an upgrade, and happens way way after the element has been inserted into the DOM.

It's these kind of inconsistencies between upgrades and non-upgrades that had people arguing for removing upgrades from the spec entirely. We did not go that route, but perhaps that perspective can be helpful in appreciating that they are rather different things.
