Re: [permissions] Why "prompt" instead of "default"? (#25)

"default" means deny if the feature is used without some out-of-band action, like prompting the user. The terminology was discussed when we introduced the Notifications API. I'm not sure why we want to revisit it now. Seems bad to rename things every other year.
