Re: [storage] Allow script to request permission only if there would be no prompt (#9)

I was going to propose renaming `requestPersistent()` to `makePersistent()`, but `requestFullscreen()` is fairly similar. Is there a reason why "request" is less clear here?

Shall I add `isPersistent()`?
