And changing the behavior of existing service workers was the point behind #66.

HTML also already states that navigation happens with the "manual redirect flag" set, which is the old way of saying 'redirect mode set to "`manual`"'. I'll leave this open, but given that I expect HTML patching to begin within a manner of weeks, I don't really see the point of adding a note now. Please let me know if you disagree and I'll add the note nonetheless.
