This is the part that's non-obvious to me, frankly.  I mean, obviously if we
treat them as being in a document they should be treated the same way as
display:none.  But the premise that they should be treated as in a document is
not a given.

What's needed is a concrete list of those exceptions (in either direction). 
Starting with the list Chrome implements would be a good start, say, because
then we at least have something to discuss.
