[Bug 26302] Please add a FileList constructor

I agree with this, but it does mean that features that are FileList-like are
gated on a bunch of underlying WebIDL issues. We'll need to roll up the sleeves
and solve those.

If we agree that the long term direction is to remove a standalone FileList
object (and I think we do agree on this), then adding or enhancing the API
footprint of FileList (e.g. adding a constructor) seems like bandaid on
gangrene to me. It's a good suggestion, though; the bug description is
certainly the solution to a few issues like fixing badly queued selections in
favor of correct subsets.
