Ok, this isn't just speculative anymore. An example of a case in which doing
the full work of In Head is:

|   <body>

|         <template>
|           #document-fragment
|             <b>
|               <template>
|                 #document-fragment
|         "text"

In this case, the failure to clear the list of active formatting elements
results in the <b> still being on the stack even when its enclosing <template>
end tag has been processed.
