            Bug ID: 20093
Summary: [Shadow]: Clarify how upper bound encapsulation
                    applies to sibling shadowRoots
    Classification: Unclassified
           Product: WebAppsWG
           Version: unspecified
          Hardware: PC
                OS: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Component Model
          Assignee: dglazkov@chromium.org
          Reporter: sorvell@chromium.org
        QA Contact: public-webapps-bugzilla@w3.org

            Blocks: 14978

According to the event retargeting algorithm, it appears that upper bound
encapsulation is enforced between sibling shadowRoot's. To avoid confusion
about this complicated topic, this should be explicitly stated.
