          Priority: P2
            Bug ID: 19926
          Assignee: dglazkov@chromium.org
            Blocks: 18720
Summary: [Custom]: Instantiation is not always part of upgrade
        QA Contact: public-webapps-bugzilla@w3.org
          Severity: normal
    Classification: Unclassified
                OS: All
          Reporter: dglazkov@chromium.org
          Hardware: PC
            Status: NEW
           Version: unspecified
         Component: Component Model
           Product: WebAppsWG

In cases when the definition is already loaded, we don't need to upgrade
elements after we instantiate them. However, we still need to call the
lifecycle callbacks.
