           Summary: [Templates]: Specify that the template element can
                    occur as a child of any element within <body> or
                    <head>
           Product: WebAppsWG
           Version: unspecified
          Platform: PC
        OS/Version: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Component Model
        AssignedTo: dglazkov@chromium.org
        ReportedBy: rafaelw@chromium.org
         QAContact: public-webapps-bugzilla@w3.org

Right now the spec says "Context: Where flow content is expected". I believe
this leaves out being contained within <head>
