As Anne says, I think this would be better is it would be scoped to more than just XHR.

I don't want this in XMLHttpRequest. It makes no sense that only
XMLHttpRequest would benefit from this. That doesn't help <video>, lots of
external style sheets, images, etc. We need something helps all those APIs.
