Progress events being cancelable?

Hi,

I propose to change the progress events to make them not cancelable. It has been pointed out that, for example, 'load' in DOM 3 is not cancelable, that the earlier SVG spec didn't have them cancelable, that there is no default action anyway, but if there is, such as informing the user that a transaction is in progress there are lots of drawbacks to canceling that and no clear benefit to justify keeping it cancelable.
