ISSUE-28: Can we make focus/blur more generic

http://www.w3.org/2005/06/tracker/webapi/issues/28

Raised by: Jonas Sicking
On product: DOM3EV

ACTION-18 is about me looking into if we can make focus/blur more generic and
deprecate DOMFocusIn/Out.

We can do this if we either make DOMFocus* not bubble, or if we make focus/blur
bubble.

  http://lists.w3.org/Archives/Member/member-webapi/2006Feb/0343
contains two alternative proposal and a recommendation.
