Super rough draft of Window spec

This is not nearly ready for prime time, but I thought everyone might  
want to see how this is shaping up. This is about one day's worth of  
work from the IDL I originally sent out.

This is the skeleton of the document, the intro, plus the IDL  
refactored. I will check this in to public CVS as soon as my w3c cvs  
account is set up.
