Review Request: Preload

Hello,

I would like to ask this group to review the preload specification
<https://w3c.github.io/preload/> as part of the specification's transition
to CR, on behalf of the Web Performance WG.

I've also reviewed the Privacy and Security Questionnaire, and filed an
issue <https://github.com/w3c/preload/issues/111> to document my assessment.
