Re: [encoding-tests] GBK encoding and decoding tests (#3194)

Yeah, I've seen all the pull requests, they're much appreciated and apologies for only recently taking a more active interest in web-platform-tests. I commented on this one since they all seemed to have a similar setup. My tentative plan is to wait for @hsivonen to finish his Firefox and Rust work on the Encoding Standard and then study the results more carefully.

I also think that maybe we don't want very expansive tests on a per-label basis. We already have tests to ensure labels map to the same encoding. And while theoretically there could still be differences somehow, it's not clear to me the trade off is worth it, considering there's a bit of cost in running all these tests too (and maintenance cost). Would appreciate input from @hsivonen and @inexorabletash on that as well.
