Re: [pointerevents-tests] Add pan direction web platform tests. (#3650)

@staktrace thanks.  See the discussion on that at the top of the thread.  I agree it would be nice, but I said I was OK putting it off until we can do a larger refactoring/simplification of all these tests.  There are a lot of other edge cases that aren't tested - eg. impact of transforms, iframes, changing directions during a pan, two-finger gestures (though those are mostly out of scope of the WG), impact on the click delay, etc.  I just don't feel like this nominally "manual testing" strategy can practically scale to handle anything beyond the simplest / common actions.  I guess since the reality is that we're all automating these tests anyway, we're not really blocked on the WebDriver API.  But I'd still prefer to overhaul the tests to be simpler and more scalable first before expanding into the less common use cases.  OK with you?
