Yes according to the spec https://www.w3.org/Protocols/rfc2616/rfc2616-sec3.html#sec3.7, type, subtype, and parameter name in the media-type are case insensitive. Parameter value can be case sensitive depending on the parameter, but according to http://www.iana.org/assignments/character-sets/character-sets.xhtml, 'charset' param values are case insensitive as well.
