I have added additional changes to fix issues with the CI running on the master branch of the repository (as seen [here](https://travis-ci.org/jeremypoulter/web-platform-tests/jobs/181666208)). I have also added the ability to change the repository used as a base when looking for changed files. This is useful for my use case where additional tests will be added to our fork that probably won't be pushed upstream as they are not appropriate, eg tests that may be outside W3C's scope.
