The test I asked for in https://www.w3.org/Bugs/Public/show_bug.cgi?id=24707#c7 is about testing whether we "block media loads", not just about setting the attribute. Per spec, you're not allowed to fetch the file here. That's what the change in that bug changed. Previously you could, now you can't.
