FetchEvent Worker Timing explainer

Hi all,

Next week at TPAC I'm planning to present a proposal for an API I'm calling
"FetchEvent Worker Timing".  If you are interested you can read all about

at TPAC.  Its currently on the schedule to be discussed in WebPerf WG on
