WebPerf WG spec audit: blockers, next steps

Hey all.

Took a pass over our specs (a few more on TODO list), trying to identify
blockers and dependencies:

In the spirit of divide and conquer, I've tagged some folks (CC'ed) in the
doc as potential owners. If you're on the list, can you please take a look
at the highlighted tasks? Did I miss anything and would you be able to take
them?

The good news is, we have a lot of low hanging fruit.. if we prioritize
things correctly, I think we could make fast progress on a lot of these in
Q3.
