summary of TPAC '16 discussions & resolutions

First off, big thank you to everyone who participated last week in Lisbon!

We had two super productive days and I'm *really* excited about the work
ahead of us... And we certainly have a lot of it, because we covered a lot
of great improvements and new proposals.

I've tried to capture a summary of the covered topics and resolutions in
