Note that what I previously called "priority" in the spec is now
"probability":

Yes, assuming some such mechanism is actually implemented.. Right now it's
squarely in the <crazy idea> territory. That said, I got some great
feedback from Will Chan and a few others on that proposal. I'll ping the
whatwg thread once I update the doc.
