Per action items from last week, the following spec updates have been made:

Navigation Timing

-          ACTION 49: Removed reference to HTML5 fetch

Resource Timing

-          ACTION 49: Removed reference to HTML5 fetch

-          ACTION 49: Clarified definition of fetchStart to include redirection and non-redirection cases

-          ACTION 47: INITIATOR_IMAGE renamed to INITIATOR_IMG, removed INITIATOR_AUDIO and INITIATOR_VIDEO

-          ACTION 48: Updated definition of INITIATOR_SVG

-          ACTION 46: Updated definition of the timebase

-          ACTION 46: Timestamp attributes defined as double instead of unsigned long long
