I made the abstract pretty clear that it is about end-user notifications: http://dvcs.w3.org/hg/notifications/raw-file/tip/Overview.html I don't care much for the name (if it was up to me it would just be "Notifications" :-)) but if you do a search on Google you'll find that "Web Notifications" is the de facto term for end-user notifications. The Working Group also caries that name.
