This is where it gets difficult.  The majority of _valid_ use cases would build on using a mobile phone to approach a PC Web page.  The phone already has a security model. Having both the browser and the phone ask for accept by the user would be pretty confusing.

Anyway, the market have already settled on QR codes and AFAICT, the market did the right thing :-)

Well, an option would be to do "A better QR" but ISODEP doesn't answer that question, you primarily need the web security context.
