[Webmob] Network Evolution Roadmap

Hey guys!

I have been working on the "Network Evolution Roadmap":
https://github.com/w3c-webmob/network-evolution-roadmap/blob/master/roadmap.md

I have added some sections on LTE, LTE Advanced and Carrier Aggregation. There is still a lot to do! When you can please take a look at the document and:

[1] Add anything you wish by sending a PR, email to the list or raising an issue
[2] Raise an issue or send a PR if you think I have got anything wrong and need to change it (sending an email to the list is also ok!)
[3] Please add content to the "What does this mean for developers?" section. These are the most important sections of the document! What we need to know here is whether bundling of requests is a good idea, or is a large number of little requests better? Other good information is how large files cope when being transferred through the network, and how streams are affected by certain network conditions.

Any input you have is great, please ask questions here or on the issues list if you have any!
