[RESEND] Proposal for the final 3 AA SCs, worked out by Gregg and I (completing Action #76)

Hi gang,

On the call this morning I took the action to apply my suggested changes 
to Gregg's proposal #4 for the last 3 SCs.  I worked with Gregg on this, 
and we now have something.

This new version #6 does the following new things (compared to version 
#4 that was just surveyed):

 1. Instead of a "common block", we have "template text" that gets
    varied slightly for the 3 SCs.  The variation is to include a
    re-statement of that SC with our substitutions - the pattern Andi
    established that we should strive to do for all of our previously
    consensed SCs

 2. Adds to the "template text" for documents an example of a set of
    documents, based on text we had worked out previously

 3. Re-writes the first two paragraphs in the "template text" for software.
      * First para now goes into more detail on the troubles we had
        trying to define "set of software"
      * Second para now describes what we do about these troubles

 4. Removes the third/final paragraph in the "template text" for
    software which was suggesting folks "draw advice", and instead
    propose new Intent language to WCAG WG for 2.4.1 and 3.2.3 (we
    didn't think the advice applied to 2.4.5 in situations where you
    didn't have a set)

 5. In 2.4.1 we note the "substitution text" to substitute into the
    template, and add to what we already are suggesting WCAG WG add to
    Intent

 6. In 2.4.5 we note the "substitution text" to substitute into the
    template, and add three more Notes to add to 2.4.5 for Documents,
    which come from discussions we had before about notes to add to this
    SC for documents letting folks know all the ways in which this gets
    met by most platforms automatically

 7. In 3.2.3 we note the "substitution text" to substitute into the
    template, and we ask WCAG WG to add something to Intent


Before we formally survey this, I'd like to invite group discussion on 
the list of this proposal.

For my part, I very happy with what we've come up with, except I am 
still not 100% comfortable with our "template text" advice for software 
(that's the change I summarized in thing #3 "second thing" above).  
Here's the key text from the wiki page proposal #6:

    Because after considerable effort we were (1) unable to find a
    viable definition for what a "set of software" means that could be
    applied across software in general, and (2) unable to find any
    clear example of "sets of software" in the wild that seemed to be an
    equivalent of "set of Web pages", the task force could not find a
    way to provide guidance on how to apply this success criterion to
    "software in a set of software".  Therefore:

     1. individual  instances of software would automatically meet this
        success criterion - because this success criterion applies only
        to things that appear in a set, and
     2. since we cannot determine how to interpret "set of software", we
        cannot offer any specific guidance on how to apply this success
        criterion to "software in a set of software"*

For my part, I find the very last bit of text - 'we cannot offer any 
specific guidance on how to apply this success criterion to "software in 
a set of software"' fundamentally unsatisfying. So I would particularly 
like to invite group discussion on the text we are using to treat this 
issue.
