Modifications to 3.3.1 INTENT

Gregg and Loretta,

On 4 October, the WCAG WG considered a proposal to modify the 3.3.1 INTENT
to cover an example where the user's input falls outside an allowed range
and the software sets the value to either the min or max. According to the
meeting preparation survey, most thought the proposal was fine as written
with a couple of people suggesting some minor edits.

But the minutes reflect no resolution and no discussion on this proposal.
This is another one that we need to close this week if possible.
