WCAG2ICT comment: define "[non-web] software"!

The concept / term "[non-web] software" is vastly underspecified document "Applying WCAG 2.0 to Non-Web Information and Communications Technologies" per its draft dated July 27, 2012.

Until it is reasonably well specifiied, it is almost impossible to discuss the relevance of the document.

In a nutshell:
First define the term / concept "[non-web] software", before inviting further comments on the document.
