Failure Technique for Issue 1073

The final resolution of issue 1073 [1] requires the creation of a failure 
technique.  I have drafted, "Failure due to providing long description for 
non-text content that does not serve the same purpose or does not present 
the same information" [2].  Please review.  Any additions to clarify the 
description would be appreciated. Thanks.
