Regarding this issue, I think if you  look in the minutes, the action item 
was really against issue 641 (although it was recorded under 1238). I was 
supposed to update the rationale from 642 into 641 as they are both 
related to ARIA.  I have completed that action (updating 641) item so I 
think I am clear on 1238.
