Issue categorizations

Hi all - as we discussed in the call yesterday, I went through and took a
stab at categorizing the open Team C issues in order to facilitate
processing. It will often make sense to do a bunch of issues from a
particular category. The categories are subjective and there is overlap, but
each issue only went into one category. 

The list is available in the attached HTML file, in order to avoid sending
line-wrapped text links.
