I had an action [1] to survey the group about possible approaches to guideline 2.1.2 (see minutes for discussion). In the editors' call yesterday, two of the options were excluded. Essentially, no techniques are possible for this SC, and it is desirable to retain the success criterion. Therefore the remaining option is to clarify the intent of the SC. I have proposed wording at [2]. Please comment if this solves the problem with this SC.
