My notes from yesterday are in conflict with the meeting minutes. We were originally discussing adding an example fo F43 but I thought we ended up concluding that defining when the use of <br /> <br /> vs. <p> elements is a failure is hard to define objectively; and since this is not a big accessibility problem, we were not going to add it. So in my proposal for 678 [1], I did not add it. If we do need to add it, then I need help coming up with a scenario where this is always a failure.
