I have been in touch with the IE folks over the zoom issue. It turns out that it is a known bug with positioned elements and they already have a fixed version which will be released in the next version of IE, however the release date of that is TBD.

Since this only affects zoom less than 100%, and this provision is really about making text larger, I suggest we make the provision in the SC, "for enlargements up to 200%" (as I believe Gregg suggested).
