LGR: While much of this is a user agent issue, we know there is some
author responsibility. We need to capture that distinction.

relative sizing throughout your site, fonts should be resizable eg
www.segala.com - the majority of the text here should be resizable on
most browsers, my point is that this should be  possible to achieve on
most browsers]

I'm concerned that the proposed SC could be satisfied by ignoring the
text scaling request altogether. [SM][I agree]

"Text size can be controlled by the user" Covers "relative units"
specification of text and explicit font resizing options added by
author]

@@Add HTML technique 1.3.6 
Text is specified using units that are user-resizable. [SM][Text size is
specified using relative units? E.g. em units, percentage units..] 

@@Add Level 3 SC 1.3.7: 
When the user configures the width of the viewport, information and
relationships in the content are preserved, and all content is displayed
within the configured width without need for a horizontal scrollbar.
