Please review LC-1437

After talking with Bruce about the FONT issues, I made an attempt to
write a couple of success criteria that I hope will address the text
size concerns of issues 469, 564, 659, 941, 986, 1050, 1067, and 1256.
(It does not address the requests about controlling font or color).

Could you please review the proposal? I have not written up extended
discussion since I wanted to see whether the group thinks this is a
