Draft general technique for SC 2.4.2 : Table of Contents

I've drafted a general technique, Providing a Table of Contents[1], for
SC 2.4.2. 

I use real examples, including links. Is this permitted, or do we need
to craft abstract examples?

Still need to generate test files.
