The short answer is "Yes."
As explained in the message Instructions and Team Assignments (see the
GL mail archives for October-December 2005), there must be a test for
every technique listed as "sufficient" in the How to Meet... Document
for each success criterion. The tests appear in the Tests section of the
Techniques Template in the WIKI. (URI for the template is available in
the Instructoins and Team Assignments message)

The test section describes a procedure and the expected results,
indicating what a "pass" looks like for the technique and what a "fail"
looks like.

Note that the tests relate directly to the technique.

The test section needs to be written for each technique doc.   

That is the place to check off that the test has been written/included
in the technique doc for that technique.  (see technique template)
