Site map technique for 2.4.2 and 2.4.8

We don't need to survey again on the site map technique. I spoke to
Gregg about our proposed solution and he agreed that removing the
complex site maps from the technique and putting a link to the
usability.gov glossary in the Resources section would address the
concern he raised in last week's survey.
