Again, please try to generate proposals for the issues. Even a few a week
from everyone would make a big difference in our progress. If you don't
understand the comments, ask for clarification, either from the commenter or
from the Team.

There are a number of topics with more than one comment. Although these are
marked [HOLD], that only means that the group should be considered together.
You are free to work on these. Please assign the issues to yourself and post
to this list so others will know that you are working on them. It is ok if
several people want to work together on a topic.

The topics include:
    - Use of "Web unit"
    - Issues with "set of web units"
    - Use of title attribute
    - Measuring or requiring reading level of text
    - Identifying the roles of content
    - Exception for advancing to the next tab in SC 3.2.2
    - Change of context
    - Natural language of text
    - 2.4.3 vs 2.4.5 (titles are descriptive) [Makoto]
    - 2.4.4 vs 2.4.8 (how are they different; should they be combined)
