draft - Guide for Guideline 3.1 L3 SC3

A draft Guide for GL 3.1 L3 SC3 is attached.  I have used the SC text and 
definitions which were resolved at the September 22, 2005 working group 
meeting.  Some of the links to techniques refer to proposals which I sent 
to this list.  I don't have any resources or HTML advisory techniques. The 
Benefits and Examples sections were taken from the existing Guide to 3.1 
L3 SC3 [1].  I am still working on an HTML technique that combines the two 
existing techniques about acronym and abbreviations.
